A project is one feedback cycle. Subjects are the people receiving feedback, and Responders are the people providing it. A Subject can also provide a self-assessment.
Project setup and feedback collection come before reporting. Assessment credits are used for deliverables such as reports; they are not a prerequisite for launching a project.
